Second Circuit Court for Kihei Cases

All Kihei criminal cases go to the Second Circuit Court at 2145 Main Street, Wailuku. Basic case info is free on eCourt Kokua. The circuit code is "2" in the case ID. PDFs cost $3 flat for 1 to 30 pages. Certified copies add $2.

The Legal Navigator Hawaii guide helps new users with eCourt Kokua. The support phone is (808) 538-5333. Court hours are Monday through Friday, 8 a.m. to 4:30 p.m. Old case IDs use one to five digits. Add the circuit, case type, and leading zeros for a 12 alpha-numeric ID. Example: CR-24-2-0321 for a Kihei felony becomes 2PC240100321.

Appellate opinions are free. The judiciary updates eCourt Kokua each night. District Court matters such as some misdemeanor cases may route through the Wailuku District Court. Sealed files need a court order.

Note: Kihei does not have its own courthouse, so court-related Kihei arrest records stay with the Second Circuit in Wailuku.

Kihei UIPA Requests

Hawaii's open records law is the Uniform Information Practices Act, HRS Chapter 92F. The Office of Information Practices has model forms. Send Kihei UIPA requests to the agency that holds the record. For police reports, mail the Maui PD Records Section. For court files, ask the Second Circuit. For criminal history, mail HCJDC. For state sheriff records, mail the Department of Law Enforcement.

Under UIPA, an agency must answer within 10 working days. A 20-working-day extension is allowed. Basic arrest facts must be shared under HRS 92F-12. That rule is why a Kihei arrest log stays open even if some other files are withheld. Section 92F-22 gives agencies the option to withhold some investigation records while a case is open. Once a case closes, more of the file may be released.

OIP forms cover both general record requests and personal record requests. A personal record request is used when you want your own file. A general request is used for files about someone else or for policy-level records. Either form may be sent by mail, email, or fax. Agencies must answer in writing and explain any partial denial.
