Urban Honolulu Overview
Honolulu PD Coverage in Urban Honolulu
The Honolulu Police Department is the main law enforcement office for Urban Honolulu. The main headquarters, Alapai Police Headquarters, is at 801 South Beretania Street, Honolulu, HI 96813, phone (808) 529-3111. The Records and Identification Division answers Urban Honolulu arrest records questions at (808) 723-3258, Monday through Friday from 7:45 a.m. to 4:00 p.m.
HPD splits the city across several patrol districts. District 1 (Downtown) covers downtown Chinatown, Nuuanu, Makiki, Ala Moana, and Kakaako. For the walk-in Records Division, bring a photo ID and a signed, notarized request letter. HPD charges $0.50 for the first page and $0.25 per extra page for a report copy. Verification letters are $1.00 for the first page. Full payment is required before release.
Urban Honolulu Arrest Logs
HPD posts adult arrest logs every day. These logs cover Urban Honolulu as part of the wider county-wide data. Logs include date and time of arrest, arrestee's name, age, sex, race, the arresting officer's name, the offense, and the report number. No juvenile arrest info is ever posted.
Logs rotate out after 14 days. For logs older than 14 days, send a written request to the Records and Identification Division at 801 South Beretania Street. Walk-in and phone requests for older logs are not accepted. The division responds under the Office of Information Practices rules.

First Circuit Court Cases
The First Circuit Court at 777 Punchbowl Street, Honolulu, HI 96813, handles all criminal cases filed in Urban Honolulu. Basic case info is free on eCourt Kokua. The circuit code is "1" in the case ID format. PDFs cost $3 flat for 1 to 30 pages. Certified copies add $2.

Old case IDs use one to five digits. Add the circuit, case type, and leading zeros for a total of 12 alpha-numeric characters. Example: CR-15-1-5678 becomes 1PC151005678 for Urban Honolulu. Appellate opinions are free. The judiciary updates eCourt Kokua every evening.
HCJDC in Urban Honolulu
The Hawaii Criminal Justice Data Center headquarters is in Urban Honolulu at 465 S. King Street, Room 102, (808) 587-3279. HCJDC is the state's central office for adult criminal history record information. It runs the CJIS-Hawaii system, the Automated Fingerprint Identification System, and eCrim.
The HCJDC office itself is an HCJDC public access site. Another site sits at the main HPD building on Beretania Street. Each printout is $25, paid by money order or cashier's check. Urban Honolulu residents can also walk in to do a fingerprint check for $55 (in person) or $35 (by mail). Certification of any record is $20.
For expungement of a non-conviction arrest in Urban Honolulu, apply through the HCJDC expungement program. The process takes 120 days. Fees are $35 first-time or $50 after. Pay by cashier's check or money order. Personal and business checks are not accepted.
Note: HCJDC only has Hawaii arrests. Federal and out-of-state arrests do not show on eCrim or a HCJDC printout.
Urban Honolulu UIPA Requests
The Uniform Information Practices Act (HRS Chapter 92F) is Hawaii's public records law. The Office of Information Practices in Urban Honolulu is at No. 1 Capitol District Building, 250 South Hotel Street, Suite 107, (808) 586-1400. OIP has model forms you can use for any record request.
Send UIPA requests for Urban Honolulu arrest records to the agency that holds the record. For HPD, mail to the Records Division at 801 South Beretania Street. For state court files, contact the Judiciary. For criminal history, mail HCJDC. For sheriff records, mail the Department of Law Enforcement at 715 South King Street, Room 505, or email law.uiparequest@hawaii.gov.
Under UIPA, agencies respond within 10 working days, with a possible 20-working-day extension. Section 92F-22 lets agencies withhold some criminal investigation records. Basic arrest facts, though, must be disclosed under HRS 92F-12. That rule is why daily arrest logs remain open in the first place.
Oahu Community Correctional Center
The Oahu Community Correctional Center (OCCC) serves Urban Honolulu. OCCC is at 2199 Kamehameha Highway, Honolulu, HI 96819. It is the main jail for pre-trial detainees in Honolulu County. The Department of Corrections and Rehabilitation took over from the former Department of Public Safety on January 1, 2024.
DCR offers inmate lookups online through a partner vendor. The sheriff divisions are now part of the Department of Law Enforcement at (808) 587-5002 for the Oahu Section. For Urban Honolulu women arrested and held before trial, the Women's Community Correctional Center at 42-477 Kalanianaole Highway, Kailua, phone (808) 266-9675, is the state's only all-female facility.
Halawa Correctional Facility at 99-902 Moanalua Road, Aiea, HI 96701, (808) 485-5200, is the state's largest prison with 1,124 beds. It holds sentenced Urban Honolulu offenders along with inmates from the other islands. The Waiawa Correctional Facility at 94-560 Kamehameha Highway is in Waipahu, a short drive from the city. Under HRS 846-2.7, HCJDC stores the full rap sheet for each Urban Honolulu inmate with prior Hawaii arrests.
