Hilo UIPA Requests
The Uniform Information Practices Act, HRS Chapter 92F, is Hawaii's open records law. The Office of Information Practices has model forms. Send Hilo UIPA requests to the agency that holds the record. For HPD reports, mail the Records Section in Hilo. For court files, ask the Third Circuit. For criminal history, mail HCJDC. For state law enforcement, see the Department of Law Enforcement.
An agency must answer within 10 working days under UIPA. A 20-working-day extension may be used. Section 92F-22 lets agencies withhold some ongoing investigation details. But basic arrest facts must be shared under HRS 92F-12. That rule is why the HPD booking log stays public for Hilo arrest records.
For a non-conviction arrest, apply through the HCJDC expungement program. The process takes 120 days. Fees are $35 for a first-time request or $50 after. Pay by money order or cashier's check. See HRS 831-3.2 for the law.
