The KPD Records Section is the main point of contact for Kauai County arrest records. The Records Section handles police report requests, arrest records, firearms permits and registration, hiring for special duty, ride-along program applications, and arrest log maintenance.
Kauai PD Records Section
The Kauai PD Records Section handles police report requests under UIPA (Hawaii Revised Statutes Chapter 92F). To ask for a copy of a public police report, use the "Records Request for Non-Businesses" form online.

Records requests are processed in the order received. The response time is generally within 10 business days. Some reports may take more time if the case is still under investigation. To file a request you need your full name, address, phone, government-issued ID (driver's license or State ID), type of record requested, and date of incident.
KPD may charge a fee to process the request. When the report is ready, the department schedules an appointment with you. The Records Section is the same office that keeps the public arrest log for Kauai County.

Public access computer terminals are on site at the courthouse. These terminals let you search basic case info free of charge. You can pull case info, hearing schedules, case status, party names, and charge information. The same data is online at eCourt Kokua. For Kauai County, the circuit code is "5" in the case ID format.

HCJDC Public Access Site in Lihue
The Kauai County Police Department doubles as an HCJDC public access site. Each printout costs $25. Pay by money order or cashier's check to "State of Hawaii." The phone for this service is (808) 241-1661. The address is 3990 Kaana Street, Lihue.
You can also go online to eCrim for a $5 name search or a $12 certified record. eCrim only shows Hawaii convictions. Non-conviction Kauai County arrest records remain confidential under HRS 846-2.7.
For a fingerprint-based check, visit HCJDC in Honolulu at 465 S. King Street, Room 102, (808) 587-3279. The fee is $55 in person or $35 by mail. Certification adds $20. HCJDC only covers Hawaii arrests. Federal offenders are listed with the Federal Bureau of Prisons and can be searched through the BOP's Inmate Locator.
The Department of Corrections and Rehabilitation keeps records for people incarcerated in state facilities. DCR grants online access through a third-party partner vendor. You can search by name or ID number. In-person payments at HCJDC go through Credit, Debit, Apple Pay, money order, or cashier's check. No cash is accepted. Credit, debit, and Apple Pay charges add a 3% non-refundable service fee. Mail payments must be money order or cashier's check only, and no personal checks are accepted.
Note: Under HRS 846-9 and HRS 846-10, certain criminal records are restricted to the record subjects and other approved parties.
UIPA Requests in Kauai County
Under the Uniform Information Practices Act, you can request Kauai County arrest records from any agency that holds them. A written request goes to the agency, not to the Office of Information Practices. The agency has 10 working days to reply, with a possible 20-working-day extension for complex requests.
Use the OIP model form, "Request to Access a Government Record." The form asks for your contact info, a reasonable description of the record, and how you want the record delivered (pickup, mail, email).
For expungement of a non-conviction Kauai County arrest, apply through the HCJDC expungement program. The fee is $35 for a first-time expungement or $50 after. A non-refundable $10 processing fee is included. Pay by cashier's check or money order. The full expungement process takes 120 days under HRS 831-3.2.
